in one word: SCAM! Tourists are targeted as they know we aren't familiar with a system that seems purposefully made to fool us, so they can profit on us with unreasonable fines. Doesn't surprise me the country go rich so fast. Beautiful, but still has reminiscent Soviet tools. Shame on them!

The worst of many countries l've been to. Don't get me wrong, the city is stunning and the few Czechs I've interacted with were quite pleasant and friendly, but everything else is made to scam tourists, especially their transport system that fine you for an obvious honest mistakes (like being on a tram 2 minutes more than the time you bought the ticket for, given that the next stop would be my final destination - obvious trap to get money from tourists who aren't familiar with their system), and the police is useless and won't do anything, also obviously corrupted. If they want to charge a big fine (1000 CZK) like that on tourists, there should be BIG CLEAR warnings in the airport or in the ticket machines in English (which is the international language, and no my first language isn’t English) so that tourists would understand how the system works and thus buy the appropriate transport ticket or validate their tickets before getting on the train, but obviously they don't want that, since l've read on many reviews that these inspectors earn a share of each fine they give. Imagine how many tourists are caught who never thought of cheating, but just weren't familiar with how the system works as it's their first time setting foot on a tram in the Prague? And locals seem to like these inspectors charging us, as it's a big easy revenue for the country making them richer. The EU should have taken measures against this huge scam that is going on for years a long time ago.

There is good connectivity between the airport to/from the city and within the city too. The ticket validation rules can be confusing for a tourist. Downside is keeping track of the time left for the ticket validity. Luckily did not come across any ticket inspector during my time in Prague. Purchased all my tickets from the PID Lítačka app and was very easy to use. My experience in the buses, metro and trams in Prague were positive.

On the day we landed in Prague, we took a 24-hour ticket and activated it.The next day we accidentally took another tower when we left.We took another tower again and again. No matter how many times we landed, someone came and asked for a ticket.I'm sure it wasn't 24 hours, but we didn't realize the clock. When we made transfers, we were only 5 minutes away and we were standing down.I can't tell him how rude he was.But I'm showing the 5 minute clock and it's 10 minutes now it's disrespectful.Well, it was the last day of our vacation.I can't even get nervous.I think this app is bad for Prague's name.

Popis: We were treated horribly by your inspector on the number 194 bus. We are foreigners and do not understand the system for buying tickets. I explained this to the inspector. He cursed me, called my girlfriend and I names and pushed me. He kept pushing me until I gave him my credit card to pay a fine of 1000 kc each. I am 60 years old and did not put up any resistance. The inspector was a young, physically strong man. He fined another couple from Germany on this small bus for the same reason but did not manhandle them. This is a horrible way to treat foreigners. I am scared and will probably never come to Prague again. I would also like my money back.Thank you.

Advice for Tourists in Prague: Avoiding Metro Ticket Fines

Key Tips:

- Purchase Tickets via PID App – Download and buy your metro tickets directly through the official PID app.
- Activate Your Ticket – Simply purchasing a ticket is not enough. You must activate it in the app before you travel. This extra step is easy to miss but crucial to avoid fines.
- If Approached by Inspectors:
- Request a Written Penalty Notice – Politely ask for a written penalty but decline to pay immediately. Explain that you do not have the funds on hand and will settle it later.
- Know Your Rights – Ticket inspectors cannot legally force you to pay on the spot. If they attempt to detain or harass you, call 112 (the emergency services number). Unlawfully preventing your departure could be considered illegal detention.
- Leaving the Country? – If you are fined but live outside the Czech Republic, you are unlikely to face consequences for not paying. While this may cause issues if you return to the Czech Republic, non-payment is often unenforceable, especially if you change your passport before visiting again.

---

Our Experience:
My partner and I purchased two 72-hour metro tickets through the PID app. Unlike most transit apps in Europe (such as ÖBB in Austria), this app requires you to manually activate your ticket after purchase, even though the payment immediately processes. This activation step appears to allow travelers to defer the start of their ticket validity.

Unfamiliar with this system, we had paid for but not activated, our tickets. Upon entering the Muzeum metro station—before even boarding a train—we were approached by a ticket inspector at the top of the escalators. After showing him our unactivated tickets, he demanded we each pay a CZK 1,000 fine.

We attempted to explain the misunderstanding, highlighting that we had already paid but were unaware of the activation requirement. Expecting some leniency, we were surprised by the inspector’s unwavering insistence on immediate payment. I activated the tickets on the spot - a process that takes 60 seconds to complete, once initiated - and presented the now-valid passes, and duly informed the inspector that we would be on our way.

However, the inspector then grabbed my arm, physically blocked my path with his body and accused us of attempting to escape, which meant that the fine had now risen to CZK 1,500. I warned him that I would involve the police if he did not let go. He relented but summoned his colleague, who resorted to calling me a motherf***er and said it was in my interests to settle the fine now.

At this point, I demanded the police be called. The first inspector made two calls, approx. 10 minutes apart, but on each occasion threatened that the fine would rise to CZK 2,000 if I waited for law enforcement to arrive. Growing suspicious, I informed the inspector I would leave if police did not arrive within the next five minutes. Alas, they did not show and when I attempted to depart, he again physically obstructed me.

I then demanded he call the police a third time, and that on this occasion I be allowed to speak directly with the police over the phone. When the inspector dialed, I noticed the number was not that of emergency services. Using my own phone, I discreetly photographed the ticket inspector's phone screen, later confirming through a Google search that the number he had called was unrelated to the authorities. Realising the situation was escalating unfairly, and beginning to think that I was now an unwilling participant in a scam, I took it upon myself to contact 112.

The ticket inspector became noticeably uneasy as soon as I began speaking with the operator and indeed the second inspector made a hasty retreat to another point in the station.

The police arrived shortly after. Following some initial discussion between the police and the ticket inspector, during which the inspector appeared to be protesting with the police, appeared frustrated with the police yet compliant, we were issued with penalty tickets in the amount of CZK 1,500 each.

However, the tickets lacked all personal details except our names, suggesting the police, who I already suspected sympathised with our situation, may have intervened to minimise consequences for us. There simply weren't sufficient details on the penalty notice that would enable the ticketing authority to follow up with unpaid fines.

The penalty slips were promptly discarded into the dustbin of our hotel room.

---

Important Takeaways for Tourists:
- No Immediate Payment Required – Fines can be settled later. Do not feel pressured to pay on the spot.
- Inspectors' Role is Limited – Their duty is to check tickets and issue fines. They have no legal authority to forcibly detain you.

---

Possible Scam Alert:
Reflecting on the incident, I believe a scam may have been at play. The inspector delayed issuing a fine for over 30 minutes, using aggressive tactics to coerce immediate payment. This contrasts with standard practice, where penalty notices are typically issued swiftly.

In the Czech Republic, mobile apps (like GP Tom and SumUp) are used to facilitate personal payments. Typically these apps are useful for small businesses that don'twish to purchase card-reader / chip-and-pin devices, but they can also be exploited by individuals for nefarious purposes, such as allowing ticket inspectors to pocket fines into their personal bank accounts without official records.

Throughout the encounter, the inspector's nervousness escalated when I called the police directly. His reluctance to issue a formal penalty until law enforcement arrived, coupled with his aggressive demeanor, suggests potential foul play.

---

Final Advice for Foreign Tourists:
- Request a Written Fine – Never pay upfront.
- Do not be afraid to call the police if inspectors hold you against your will, abuse you, harass you or pressure you.
- If you do not expect to return or will change passports before your next visit, there is minimal risk in ignoring the fine.

---

As tourists with honest intentions who had already paid for tickets, who also hadn't used the metro at the point the inspector approached us, I can say that the hostile, aggressive and vulgar treatment we received is unforgivable. The government would do well to overhaul the transport authority with a view to encouraging tourism and use of public transport. This experience has served the opposite purpose as I will never return to the Czech Republic again and I will actively discourage others from visiting.

While I hope generational change will eventually help the country move past the lingering shadows of its past and abandon the archaic tactics that echo those days—like the ones we encountered today—for now, it seems some inspectors will continue to relish their subterranean roles, thriving in environments shared with creatures known for similar qualities. To those readers of this forum who chose to settle their fines on the spot, I hope you find some comfort in knowing that, on this occasion, the tourists emerged victorious and the inspectors scurried back into the underground with their tails between their legs.

In line with most of the reviews here, let me share my personal experience of being fined by the ticket inspectors. We had just finished our day long travel on the Tram No 42 - a nice heritage tram offering a hop-on and hop-off service, no complaints here. Now we wanted to travel 2 stops to visit the Old Town. Got on to the public tram which was crowded and I was looking for the ticket machine when out of nowhere, two men appeared and asked me to show my ticket. I said I was about to buy and had just got on at the previous stop, but they just wouldn't listen. I told them I was new and not acquainted with the ticket purchasing system, but they just kept saying "Rules are rules" and made us alight at the next stop. There was absolutely no leniency shown or understanding of the fact that first-time tourists may not be acquainted with the public transport ticketing system right away and it was definitely not like we were refusing to buy tickets! They were adamant and charged us 2000 CZK for 2 people - me and my wife (approx 82 euros) - this was really unnecessary and spoilt our day which had been otherwise memorable.

I was contrasting this with my visit to the Netherlands 10 years back, when I wasn't aware that one had to press the red 'STOP' button on the bus prior to alighting at one's intended stop - the kind bus driver informed me of the same and drove all the way back from the next stop just to drop me at my intended stop. THAT's the way you teach people, that's the way you really leave a positive impression on your country and make people want to come back again.

A note to the Prague Public Transport officials - Please show some consideration to first-time visitors. You have a lovely city, however by being so inconsiderate and adamant towards tourists who have every mind to pay fairly but may just be finding their feet around the ticketing transport, you aren't doing much to enhance their experience of the city.

I went with my partner and naively got on a public service bus in plague, we believed that the way to pay was different, that same day we arrived, the inspector without a word forced us to pay a fine without knowing the situation, we tried to explain that we were new in the city and did not know where to buy tickets, we believed that it was done directly from the bus, we really disliked ourselves because we were physically and psychologically abused pushing against the chair, it was the most unpleasant experience we have had, we reported to the police the crash, but it was impossible. For this reason we will never return to Prague again, we feel outraged, violent against our will, and hurt. Forced to pay an unnecessary fine, hopefully they can be nicer to tourists or we will stop going to their city.

After arrivied from international flight, take #59 trolleybus to subway station, less than half an hour, we were in Old Town. We are 73 & 68 so free ride of all public transportation.
The staff are very helpful and polite.
Thank You for all the nice ride while we were in Prague!!

P.S. I read some reviews about the inspector target the tourists to make a fine but we were only asked once for tickets and when we said we are over 65 and pull out the passport, that is it.
