Great walk along the cliff top from the Seogwipo Exhibition Hall, along the shaded path to the official entry to the Falls.
Along the path is a memorial garden to the Korean War with interesting information about the location in history. And offers a cool shaded space to walk around. Of note, this garden also allows you to access the middle of 3 bridges of the Jeongbang Falls as a stream at the top of the cliff - before it flows over the edge.
Continuing along to the main entrance, there are a couple of souvenir and deink options. If you don't bring water/drinks, grab one. If you aren't the fittest person, you'll need a drink after the 130 steps down and up.
This is NOT wheelchair accessible. If you have any physical limitations with walking up or down steps, this is not a location to visit. There is an elderly and disabled viewing platform behind the ticket office. I'd advise against any attempt to go down, however. There is a viewing platform with 1 seat halfway done, and this was much needed for our climb back up.
At the bottom of the stairs, there's a short shaded walk to the boulders that are the coastline at the base of the cliff. There isn't any sand at this beach. And there aren't any seats to sit either.
We're in our mid-40s and 50s and spent time scrambling over the boulders and across the rocks instead of along the walking path. But we have experience doing this where we live. If you don't have decent shoes, you could take them off to do it barefoot if it's not too wet at the time. Some rocks are sharper than others. They are all different shapes and sizes, but almost all of them don't move, and we aren't small people, making them sturdy.
To get photos of yourself in front of the Falls, expect to scramble across the boulders to do that.
Expect to have some wait time whilst visitors take photos of themselves there.
Several friendly people offering to take photos of each other made it a more positive experience to have photos taken of us, and we returned the favour. It also meant the wait time was shorter, too.
Adult tickets cost 2,000₩ each to access the Falls.
The waterfall itself was lovely to watch and feel the spray. As the only waterfall on Korea to fall directly into the ocean, it is a great activity to put on your list.
I would've spent more time sitting and watching, but it's very hot in the sun out on the rocks.
You'd only need about 90 minutes to complete this visit.

You ought to check it out if you are in the area. If not, I'm not sure if I'd drive here just to see the waterfall... The big rocks closer to the waterfall are treacherous and while you'll see some youngsters moving around them seemingly without any effort, I'd advise caution if you are over 50...

Jeongbang Waterfall was a short drive away from Seogwipo, for a small fee, access to the base of the waterfall can be had. Our group enjoyed climbing over the large volcanic rocks and warming ourselves in the sun.

Een prachtig plekje op Jeju-island en snel vanuit de stad te bereiken. Oppassen voor de vele rotsblokken, waarop het lastig lopen is.

Have a wander around the place, it has lots of steps but doable. There is a nice spring tap for filling up, very refreshing.
The fresh juice stall is a rip off, only try it if you don"t mind spending W5000.

Another waterfall, but unique in that it falls on rocks instead of another pool of water. Also, another one where you can get up close and while signs forbid you to swim, there are no physical barriers stopping you. Perhaps the slippery and rough edges of the rocks are enough deterrence.

Magical to watch the long falls hit the rocks and go into the sea. Easy to go the wrong direction in the parking lot but that's an interesting walk, as well. Go to the ticket booth! Also - have fresh cold tangerine juice after you've made the relatively short trek to the falls.

What a beautiful waterfall! Incredible view, if a bit dangerous to climb down with the rocks. Must see on a trip around Jeju.

Jeongbang Falls and Cheonjiyeon Waterfall is a 6-minute drive apart, yet both are very different. Jeongbang Falls is far less accessible but holds sentimental value to many Koreans—hidden below a schooner mast or windmill up above. The falls can be seen in 20 minutes (23 m high and 10 m in width) and is not a must-see for tourists. If it’s quieter and only if the weather is dry (so the rocks aren’t so slippery), you’ll see nori /seaweed dried between the rocks with abandoned fishing nets along the refreshing brackish water’s edge. It’s significant to the island people, because along with their prized horses and rice, colonizers historically extracted these resources from Jeju. Even more important, 30,000 died at this such site of memorialization for those who claimed to resist former Korean collaborators with the Japanese and then the U.S. Army, known as USAMGIK (or “Sasam,” April 3, 1948); similar tragedies of defenceless Koreans were Koch’ang 1951 and American “Army Confirms No Gun Ri” refugee massacre of 1950, which went virtually unacknowledged in history. Still, people eat or don ‘Jeju orange’ in solidarity with the locals against Korean military expansion here, recalling Soksom or Sasam (like at Goneul, Pyosun beach, Geomeolchang/Darangshi cave, and including Mt. Halla’s U.S. military restrictions, 1947-1954). Jeongbang’s rocky coast represents the variety of rock forms and strata on the island. It’s the only angle from which you’ll see a tiny cave on the far left side of the dual falls. Wear good climbing shoes for the rocks and staircases, and be ready to wade in the water and spray from the falls for a better camera shot. Then, you may find yourself face-to-face with birds that make their home on the cliff face, including a white crane that we saw close up. The best time to come is on a weekday before a holiday—by 3:15 when tour buses arrive. A cafe is across the street and a decent souvenir shop, too, just two doors down. Prices for entry to the falls is only a dollar for those 24 years and younger. You may no longer see the insribed cliff-face by the Qing dynasty Chinese leader who came in search of the elixir of life here—nor the mythical sea turtles that danced in the cove below the falls. However, the national Rose of Sharon tropical flower grows on cliff tops, and also, you’ll have a glimpse of one of two islands within view. The other may be partly obscured by shipping or a highly protested naval base, being newly constructed here in Jeju.

Yes. Water flow today looks smaller than some other pictures in reviews on here, but we could feel the spray from across the pool and enjoyed the view.

The steps going down and up should take an average of 10-15mins each way, depending on the stamina. At the end of the steps, there are many big rocks before the waterfall, if you need a photo shoot closer to the falls, you will need to walk on these and will take time especially if it is crowded to get a good shooting spot. Also do factor time that you will need to purchase tickets just before you enter, it may vary depending if there are crowds.

Traveling to Jeju Island, South Korea for a long couples weekend. My husband and I are hikers but like to go at our own pace. We are moderately active and like to explore. Staying in City - should we rent a car to see the island or rely on tours/taxis?
Suggestions of what not to miss appreciated as well...

I would suggest renting a car so you are not restricted to bus timings. I was there for 5 days and only see 3 bus.
I’d recommend the below :
Sangumburi crater, Jeju world natural heritage Centre, manjanggul cave, hallasan, seongsan Ilchulbong, zip line adventure park and bomnal cafe.
