Almost all cities in ex-Soviet Union has such memorial parks for the victims of the second world war. Although there were no fights in Kyrgyzstan during WWII, there were many soldiers recruited from Karakol region and a lot of them died in this war.
Aside of alley of heroes in which there are about 20 people presented by busts, there are around 5000 names written in the main part of monument. The ethernal flame (once burning all the time) is now lighten up only on the Victory Day (May 9th). The monument and the park need some maintenance works.

this park is in fact a tribute to kyrgystan war heroes , really impressing, well preserved and maintained with a lot of respect to the legacy

Bit overgrown in places but a very nice town centre park with lovely memorials makes it a very pleasant and peaceful place

Full of history but not much else to see fro an occasional nice monument. Not worth the visit if you are tired.

Victory Park is also known as Jengish Park, and is a 15 minute walk east on the main street (Abdrakhmanova Avenue). It is actually at the intersection of Abdrakhmanova Avenue and the A363 highway that leads out of the town to Altyn Arashan to the left. The main monument is at the center of the park. The path to the monument is an alley of heroes, with busts of heroes of the USSR on either side.
The Central sculpture in the park, is known as Mother Russia. It consists of a lady holding a sword above her head. Behind her are two columns which are joined at the top by a Soviet star with a hammer and sickle insignia.There used to be an eternal flame in front of the monument, but now only a hole in the ground may be seen.On either side of the statue to the rear, there is a wall with many names of the fallen in WW2.
If you continue walking past this central area, at the back gate of the park is a wonderful view of the mountains. A relief is also found here which is dedicated to the Kyrygz that fled persecution by the Russians in WW1. The relief shows the Kyrycz people taking all their belongings (including animals) and retreating to the safety of the mountains.The year on the mural is 1916.It should be noted that Kyrygz did not officially join the army of the Soviet Union until 1924, when under the leadership of Frunze there were many reforms.
There is a monument to the Kyrygz soldiers who died from 1937 to the Korean war in 1953. This may be seen as a local monument which is distinct from the larger Soviet monument in the park.The monument depicts a soldier in tattered clothes, with a wall behind him, which has the Kyrygz symbol, a cutout star and bars on a window, It seems to imply that the Kyrygz people fought and died in these wars against their will. Behind the statue are semi-circular walls of black granite, with the names of the fallen.
I thought that this was the best park in Karakol. It is open 24 hours daily and free to access.
