Try the snorkel scooters at West Bay Divers located on West Bay Beach

It is a beautiful walk on the beach from the Grand Roatan to West Bay Divers. It is an easy walk and doable on a daily basis. I know that you can keep your equipment at the dive shop if that is what you want to do so you don't have to carry it with you. The crew at West Bay Divers is the best. Definitely sign up to go out with Kieran as your dive master. He does a fabulous job.

You could do an adventure dive to 20 feet. An adventure dive is intended to introduce people to the sport of diving, not as a way of circumventing the certification process. So, you'd probably be limited to one dive then you'd have to complete at least your scuba cert. I strongly suggest you get certified, otherwise you have no clue of the risks and what to do in case of a problem.
